Unfortunately. there ins't a way to "hard-code" a default custom publishing template (without using a parameter).
The default publishing template is an oXygen standard template that this cannot be modified to a custom one.

If the customer is using a trial version of oXygen XML the 'Generated by <oXygen/> XML WebHelp' text cannot be removed (is required).
In case they own a permanent oXygen XML license, the footer text can be customized.
