Hi Bill,
In my experience this right-side TOC is only created when there is element structure within the current topic to show (such as subtopics or sections). If no such structure exists, then the right-side TOC is suppressed.
What structural elements are you expecting to see there?

One more thing I wanted to mention in addition to Chris's answer: the section also needs to have the ID attribute set:
