the right TOC in the webhelp output

My right Toc does not appear in the webhelp output, how to make it appear like the picture below?

Hi Bill,

In my experience this right-side TOC is only created when there is element structure within the current topic to show (such as subtopics or sections). If no such structure exists, then the right-side TOC is suppressed.

What structural elements are you expecting to see there?

One more thing I wanted to mention in addition to Chris's answer: the section also needs to have the ID attribute set:
