Make Webhelp top menu persistant

Is there a way to make the top navigation menu structure persistent?

The structure of our content has multiple levels that are displayed with a mouse-over, but dissapear as soon as the mouse moves away from the menu item. This requires our users to return to the top level and once again navigate to the lower level topics.

What we would like to see instead is similar to the top menu functionality that is used for smaller screens, or browsers that have been resized to a smaller window.

The levels are exposed by clicks and are persistant regardless of mouse-over.

The ideal solution would still expose the levels with a mouse-over, but keep them displayed until a topic is clicked on, or a different main level menu item is moused-over.

I can provide some samples if needed.

Just to update the thread, version 24.0 of oXygen XML was released and the following functionality was implemented:
Expand the Top Menu When Clicking or Hovering Over a Menu Item
A new transformation parameter (webhelp.top.menu.activated.on.click) was added for controlling the behavior of the top menu. When activated (set to yes), clicking an item in the top menu will expand the submenu (if available). You can then click on a submenu item to open the item (topic). You can also click outside the menu or press ESC to hide the menu.
