Need to Append Javascript code to DocBook TOC-2 links

Has anyone ever done this? If so, how?
I need to add Javascript code to the auto generated DocBook TOC-level 2 (chapter) links via the xslt stylesheet.

This needs to be programmatic. Later, my xml file will need to be transformed via cmd line by people who don't have Oxygen.


I built everything in Oxygen, and I continue to do all my editing in Oxygen.

But I'm now transforming via cmd line.
Working just fine, but I need to append those links via my customization layer xslt sheet.

Help?
