The attribute time must appear with all the parts (HH:MM:SS) like: "09:35:20".

Hi Thank you for reporting this bug. Indeed the Tree Editor removes the DOCTYPE declaration when saving the tree back to XML format. Try removing the "file:" prefix before the relative locations in all the files like:
"http://www.test.com file:foo.xsd" => "http://www.test.com foo.xsd"
"file:bar.xsd" => "bar.xsd"
