Visual display of topics in the UI

Hi all,
I think this is a quick question. We have a new user who has installed Oxygen but when he opens a topic the visual style is different from everyone elses. The quickest example is that <step> tag will display as a bullet(s) instead of the expected numbers. I assume there is a CSS file that controls this but can't figure out where. This is for DITA topics.

Not sure what the problem could be. So both you and your colleague are opening the same XML document when you are testing this behavior, right?
Does your colleague receive validation errors when opening the XML document?
Did your colleague previously set up a custom framework customization in the Oxygen "Preferences->Document Type Association / Locations" page?
What version of Oxygen do you have and what version of Oxygen does the colleague have?
