Keeping Captions and Figures on same page?formatting caption

Is there some way to force captions and figures in docbook PDF output to always be on the same page?

While I am at it, and of less importance, is there a simple way to make the figure caption: 1) smaller, 2) closer to the figure, and 3) below the image, not on top?
