allow comment in non xml format

Most non XML format allow commenting the selected lines and I find often myself tryint to (Ctrl+Shift+,) and it doesn't work in Relax NG Compact for example

I added an issue on our issue tracker regarding the comment action in non XML format editors. When this will be implemented we will update this thread.
