Issue upgrading to DITA-OT 3.5.4 for Webhelp 23

GE Healthcare is looking to upgrade to Webhelp 23 and DITA-OT 3.5.4 but we are seeing some pub failures when testing the upgrade.

Astoria adds some custom metadata to our topics for publishing. In the DITA-OT 3.5.4 this causes an issue when publishing maps that contain chunk="chunk-to-content". This worked fine with DITA-OT 3.4.1 and webhelp 22.

We have a large content set that relies on chunk-to-content.

Any suggestions on how to fix this?

If not, does Webhelp 23 support older versions of DITA-OT, specifically 3.4.1?

I think I made some progress in fixing this problem in the DITA Open Toolkit which will be bundled with Oxygen 23.1 (DITA OT 3.6).
We plan to release Oxygen 23.1 in about a week and if all goes well we'll try to include the fix in it.
If you want to test the publishing on your side with the fix included you can drop us an email (support@oxygenxml.com) and we can try to provide a modified Oxygen DITA OT publishing engine for you.

As an update, we released Oxygen 23.1 and its corresponding publishing engine a couple of days ago.
