When I try to create reusable content, (per https://www.oxygenxml.com/doc/versions/ ... ntent.html), Oxygen replaces everything in the topic with the entire topic.

The desired behavior is to have only the first two steps as reusable content.

Hi,

The "Create reusable component" specific action is limited to reusing only one DITA element, so for now it does not work for DITA element ranges. We have an internal issue for this and I added your use case to it, so if we manage to fix this in the future we'll update this thread.
In the meantime you will need to manually create a new DITA task, copy those steps to it, save it to a reusables folder and then insert a conref from the original task to the task containing those reusable steps.
