Profiling and translation

I use 2 different translation agencies, depending on which language I want to translate into.

Recently, I sent each agency a set of files with some profiling (audience, product). I send the required ditaval file to the translation agency as well. I instructed them to only translate elements that aligned with the ditaval. However, I also told them that if there was any doubt, they should go ahead and translate it. *In both cases, the agency translated text that the ditaval file would have excluded. *

Has anyone else encountered anything like this?

The forum is not such a good place where to ask questions to the community because most people are notified only on the threads where they personally posted.
