Improper Image Reference

Hi Team,
I am using Oxygen 20.1 and DITA Map PDF - based on DITA & CSS (WYSIWYG) for customization.
I my published pdf via ditamap - The image references in text is not showing correct image no. reference.
In the below figure the correct image reference no. should be Figure 25, Figure 24, Figure 23.

Thanks for the input, I reproduced this problem on my side.
We'll start to investigate this and I will try to update this thread in a couple of days with the conclusions.
