refer to an Add-ons Packager Plugin, but it doesn't seem to be available when I select Help / Install New Add-ons / All Available Sites. Can it be installed some other way?

Hello Martin,
Indeed, the packager resides to a different update site. You'll need to paste this update site into the dialog:
I will also add an issue to move it into the default update site.
