centext-help-map.xml generates but won't populate

Hi - When I generate responsive webhelp a context-help-map.xml file is created in my output folder, but it doesn't populate any IDs. I've tried all kinds of combinations of resource id values (id, appname, etc) but no luck.

Any tips or any idea why this is happening?
