Yes, this forum may be the appropriate place for asking your questions, depending on how much they are related to oXygen. If they are more related to MEI than oXygen, we may not have the right answers for you, and perhaps you could consider writing on the MEI mailing list (http://music-encoding.org/community/mailing-list/).
