Do we have the DITA 1.3 Troubleshooting Specialization?

Or would we have to install that extra?

Hi mhGLEIF,

Yes, the support for creating DITA 1.3 troubleshooting topics comes out-of-the-box in oXygen.
You can find the "Troubleshooting" document template when you access the File > New menu, under DITA > topic.
