Profiling configuration storage location

We use profiling in our environment and we don't think that the proper location for them is in the preferences, either global or project, because profiling is based on attributes and attributes are defined in a doctype. We would suggest that profiling configuration be moved from the preferences files to the framework definition file.

Dear Steve,

I agree that we should also allow specifying profiling options at framework level. We already have an issue for this and I will add your vote for it. Hopefully we'll have time in Oxygen 19 to approach it.
