Using DITA's HTML output in platform tooltips

Using DITA's HTML output in platform tooltips
Is it possible to use sections of help content to populate tooltip text in the platform? I've tried tagging paragraphs (etc) with an XML ID, but this only seems to allow us to set up a context sensitive link to that location in the topic. We'd like to pull the actual text into the platform tooltip.
If there is a way to do this from the XML files instead that works for us too, but the DITA/HTML files for the help are not stored in the same repo as the platform files.

Hello,
What are you referring to when you mention "platform"? Is it an application?
Are you using the DITA Map WebHelp transformation or the DITA Map XHTML?
Let me see if I correctly understand your needs. You have a DITA topic containing paragraphs, each of them having an @id attribute set. Is this correct?
If this is within an application, you need some kind of application API to extract the HTML(text) of a specific paragraph using the corresponding @id.This is application dependent, it is not part of the XHTML or WebHelp output produced by Oxygen.
