Error or user error: DITA map PDF fails if <index-see> or <index-see-also> is included

Hi,
I'm testing index creation on Oxygen 17.1.
I have a very simple bookmap, and a very simple topic.
When transforming the bookmap into DITA Map PDF with out-of-box Oxygen setup, it fails if the topic includes indexterms with <index-see> and <index-see-also>:
<keywords>
<indexterm>introduction to oranges<index-see>fruits</index-see></indexterm>
<indexterm>oranges<index-see-also>pears</index-see-also></indexterm>
<indexterm>oranges<indexterm>introduction to</indexterm></indexterm>
</keywords>
The error message that I get is:
[DITA-OT] Missing attribute on fo:basic-link: Either external-destination or internal-destination must be specified.
Is it me doing something wrong, or is this an error or not supported by the transformation?

Hi,
I've reproduced your problem when the index referenced in index-see is not declared in any other topic. In this case, I think that the current behavior is correct.
Is this your case? Could you verify if the index term referenced from index-see is declared?
