xref to Topic Heading

xref to Topic Heading
Hello,
I was wondering if it was possible to insert a link pointing to a Topic Heading of a Ditamap. I have a task, and I want to make sure the user reads and understands all the topics included in a Topic Heading of the Ditamap. The topic heading introduces a set of files on different categories of Safety warnings. Dita purists may argue that it is not a good idea to put a link to a Topic Heading, as this may cause problems for reuse, but in this case, this topic will always need to be linked to this section. They will always come together.
I inseted a keys attribute on the Topic Heading and then inserted a Key Reference link in my topic. The topic Heading appeared in the insert key reference table, but I get an error when I generate the document. (063W)
 It seems that Oxygen supports this feature, as I was able to complete all the steps to get there, but did I miss something, or am I just pushing just a little to much?

Hi Carole,
The DITA Open Toolkit publishing engine cannot process links to topic heads. Ideally you could replace the topic head with a regular topic reference which has a reference to a small topic describing a little bit the descendant topicrefs.
