Webhelp Links in index not working

Using Oxygen Editor v16, generating webhelp output with no special changes. When I open the Index tab in the generated webhelp, the index items appear with links ([1][2]} but the links don't do anything. When I look, the links point to index.html#. Do I need to do something special? Thanks.

Hello,

Are there errors reported by the WebHelp transformation? You can see all info and error messages by setting the option called Show console output - Always available on the Output tab in the WebHelp transformation dialog box. By default this option it is disabled.

Do you have the chunk attribute in the input DITA map, for example chunk="to-content"? Please can you send us a set of input XML sample files: a sample DITA map and the XML topics included in this map?

Will send the files. No chunking. The only error I saw in the output was this section:

These are only warnings that are not connected with the broken links on the Index tab. We will wait for the sample files.
