Referenced ID path is located in content excluded by DITAVAL
I have topics used in two different ditamaps. Between the old version of the software and the new version, the UI changed. Therefore, in many steps, the navigation step is different. So we have lots of topics where the first step is conditioned to v2.0 and the next step is conditioned to v2.1.
When I validate, I keep getting the error message, “Description: Referenced ID path "task-####/step-########" is located in content excluded by DITAVAL filters.”
Why is that an error? That is exactly the way it is supposed to work. We want to exclude some of that content.

I do not know many details about how your DITA VAL file is constructed, could you give me some details (either on this thread of by email) about how the DITAVAL file is constructed to filter values for each product? Also, maybe a small example of the context in which you obtain the error.
Anyway, the error you obtain usually means that one of the DITA topics is filtered out from the DITA Map (probably for a specific version of the product) but there are still references (<xref> or <link> elements) to those topics or to elements from those topics. Those <xref>s (links in general) should also have the proper profiling attributes set to them. Because otherwise in the published output you will get broken links.
