Can you generate an sample XML using Oxygen

Hello,
Yes <oXygen/> can generate a part or all the XML tags of a XML instance document starting from a specified schema (XML Schema, DTD) and you will have to provide only the text content of the tags. For this enable the options Add element content, Add optional content and Add first Choice particle from Options - Preferences - Editor / Tag Insight / Features and specify the URL of the schema when you create a new XML instance from File - New or the New toolbar button.
