Using NRL in XML Catalog

Using NRL in XML Catalog
I have a source that provides XML files with just namespace declaration and no schemalocation entry. We have alot of files from them and a continuous flow I was wondering if there is any way to associate schema file using just the namespace declaration, without having to edit each file.
I noticed NRL seems to be what I want to use, but there is no general support of this in the catalog.
Basically I want to open a file and say validate and have it find all the schemas based on the namespace entries, when there is no schema.
Is there any support of this in Oxygen?
