Hello,
No, Oxygen does not provide a visual editor for DTDs.
If you have a complex DTD that you would like to view and edit visually I recommend a roundtrip between DTD and RELAX NG schema using the schema converter that comes with the Oxygen kit. You should convert your DTDs to RELAX NG schemas with the schema converter available from menu Tools -> Generate/Convert Schema and after that load the output schema in the visual RELAX NG schema editor. When you are done editing the RELAX NG schema the trip back to the DTD format will go through the same schema converter.
