Hi Amber,
You can remove an entire domain of elements only by manually creating a DITA DTD specialization and using those DTDs when editing topics in Oxygen.
You can specify one-by-one elements to be removed from the Elements list and content completion window by editing the "DITA" document type in the Oxygen Preferences->"Document Type Association" page, going to the Author->Content Completion tab and adding items in the "Filter - Remove content completion items" list. But you would need to manually add all there elements that you want to be removed.
