Chunking with WebHelp Output

I have been trying to get chunking working with the webhelp out with no luck. I have a number of small topics that I want to combine into the first page of the help. The chunk="to-content" appears to work as desired and the output html file has all the topics collected into it. The problem is the navigation frame. The linking in the toc of the navigation frame is pointing to the xml file, rather than the output html file - leaving the section as just broken links.

As the CHM and XHTML outputs work fine, I am assuming that it has something to do with how the webhelp builds - as if the chunking is still being processed when the linker does it's pass?

Is there something I am missing here to get the webhelp to output correctly?

I have solved the problem.

I was using DITA-OT_1.5.4. When I switched to DITA-OT_1.6 it all works as expected.
