View filen ames in ditamap instead of file titles
I just migrated to Oxygen from Framemaker. When I open a ditamap in Oxygen DITA Maps Manager, the ditamap displays all the titles of the files and you can only view the file name if you move your cursor over the title. In FM, I had it set up so that I could see the file names instead of the titles when viewing the ditamap. Is this possible in Oxygen?

Sorry, but we do not have such a setting. The DITA Maps Manager presents the topic titles if it manages to collect them.
This is the first complaint we have so far, we considered that the topic title was a much better way to identify it instead of showing the file name. Could you elaborate a bit on your use-case? Maybe we can consider adding a setting in Oxygen to control this.
You can use the "Open Map in Editor" action located on the DITA Maps Manager toolbar button to open the map in the Author mode in the main editor and to see the references by filename instead of by topic title.

One of the times I miss seeing those file names the most is when I'm inserting a file reference link in a file to another file in the same ditamap (which I have open at the time). I can see the title of the file I want to link to in the ditamap, but I don't know what the file name is. And in that case, because of the Import URL dialog box on my screen, I can't put my cursor over the file title and view the file name.

The Insert Reference dialog which allows you to insert a DITA cross reference has a combo box which allows you to choose different targets for the reference. That combo box list of available targets will also contain all topics opened in the main editor, so you can choose the target directly in the combo.
Here are other ways to insert cross references in DITA content without using the dialog:
1) Drag a topic reference from the DITA Maps Manager and drop it inside a topic opened in the Author mode.
2) Drag a topic file from Windows Explorer or from Oxygen's Project and drop it inside a topic opened in the Author mode.
3) Open the target topic in the Author mode, right click in the Outline view on the root <topic> element and choose "Copy", then open the topic in which you want to insert the reference, right click inside a paragraph and choose Paste special->Paste as link
