Conrefs not appearing in Author view

Hi,
I have created one topic that holds a bunch of source content (mostly <p> tags) that I reference in my content, rather than creating individual oxygen reuse components. I want to do this to reduce the number of files in the reusable folder and to make it easier for me to find the reference (I don't have a CMS). The conref is correct and the output is fine.
The problem is when I look at the Author view. Oxygen displays a red error saying
"Error while parsing external reference: 'file:/K:/My%20Documents/<filename>...
Cause: Content reference 'pssr_roles_overall_accountability' was not found." whereas with conrefs using the Oxygen Reuse Componenets, the text appears. I suspect other users (less familiar with DITA) will be alarmed when they see this. Is there some setting that I can tweak to have Oxygen resolve the reference correctly?

Hi Karen,

This is strange, Oxygen should also resolve the conref if the published output can.
Could you send us (support@oxygenxml.com) some samples or give me an example in order to reproduce the issue on our side?
Do you insert the conref using Oxygen specific actions from the Author page or do you do it manually?
We would need to see the XML content of a sample topic which contains a reusable <p> and of a topic which makes a conref to it.
