Oxygen halting OS X shutdown

Oxygen halting OS X shutdown
Whenever I have Oxygen running, even if no files are open, and I try to log out or shutdown OS X, I get a message to the effect that Oxygen has halted the shutdown process. Oxygen then closes, but I have to reinitiate the shutdown process. This is occuring on a new PowerBook G4 and a new dual-proc PowerMac G5 running OS X 10.3.7 and Oxygen 5.1. Is this an Oxygen bug or do I have someting misconfigured either in Oxygen or OS X?
