problem with mathml3 plugin not recognized in Oxygen with DITA-OT

I installed a new instance of Oxygen 13.2 with a plugin that references the mathml3 plugin in the plugin.xml file. I downloaded the mathml3 plugin from W3C to the plugins folder in the DITA-OT, opened a topic, and successfully ran the integrator. However, Oxygen can't validate the topic because it can't find the mathml3 plugin.

Oxygen error:

W [DITA-OT] [DOTJ020W] At least one plug-in in '[mathml3]' is required by plug-in 'abd'. Plug-in 'abc' cannot be loaded. Check and see whether all prerequisite plug-ins are installed in toolkit.

Both mathml3 and abc plugins are in the C:\Program Files\Oxygen XML Editor 13\frameworks\dita\DITA-OT\plugins folder.

Any ideas on what I need to do to resolve this issue?
