Hello,
Do you mean dictionaries for the spell checker or did I misunderstand?
Or localization files of the Oxygen GUI for other languages?

I've found this instruction is incorrect in version 12.1
Have tried to use it installing russian dictionaries. It hasn't helped.
Next I tried to put dictionaries into the [Oxygen-install-folder]/dicts path and added filenames to the DICTIONARIES_PACKAGE files. It works!

That also works if you want to add or replace a dictionary to the built-in ones.
But the instructions found there also work fine for v12.1, assuming you found the Oxygen options folder: com.oxygenxml(com.oxygenxml.author for XML Author).
Are you using Oxygen XML Editor or Oxygen XML Author?
On what platform(Windows, Linux, Mac, etc) are you running it?
