Keyboard shortcuts not binding

I am using Oxygen 11 Editor with Eclipse 3.4.2. I am trying to create some keyboard shortcuts for oXygen using Windows > Preferences > General > Keys. Specifically, I am trying to assign a binding for the command Insert Section/Step. I have assigned several bindings to the command, such as alt+s and alt+m. However, none of the bindings that I have assigned to the command have worked while working in either the Author or Text views. There are no conflicts for any of the bindings that I am trying to assign to the command.
Any idea what the issue is?

Hello,

There is no Oxygen action Insert Section or Insert Step in Preferences -> General -> Keys. There is an action Insert Section in Preferences -> Oxygen -> Document Type Association -- Docbook -- Edit -- Author -- Actions and you can configure a shortcut for this action but it is available only in Author mode when editing a document of that type, that is a Docbook document. Setting shortcuts for Author actions is explained in the User Manual.
