license requirements on a build server

I'd like to automate the publishing of a project in an Azure DevOps build pipeline, this will require installing Oxygen on the build server.
Does Oxygen require a license on the build server, in addition to the license the users require when using Oxygen?

Hi,
Oxygen's license key is user based, it does not cover creating an automation on a servers.
What type of XML content are you publishing?
