List of available PublicIDs when creating new XML document

When the user creates a new XML document and selects to use a DTD in the "Create an XML Document" dialog, the PublicID should contain a list of known FPIs in the catalog file. After selecting a PublicID, the SystemID field could be automatically filled in to point to the URI of the DTD in the catalog.
