How to enable ruler option in Author Mode

In MS Word there is option "View Ruler" this enables a ruler in page, this helps to keep the pictures and text in the same alignment, etc... if this feature is there while resizing the photos using attribute change like Width = 15cm. Sometimes even if we give width = 25cm in author mode we can see the image completely however in pdf output only partial image will be generated. If there is a option to see the true dimension of the photo equivalent to pdf output it will be a great help!

I added an internal issue with your feature request, if we will implement it in a future version we'll update this forum thread.
I'm afraid when editing and publishing XML in general you do not have a full what you see is what you get functionality.
For PDF it depends on the page layout you have defined for it. The default page layout is I think US letter which is about 22 centimeters and indeed images larger than that would not fit the page.
If you are using our CSS-based DITA to PDF publishing you could also use CSS to impose a maximum width on the image rendered in the PDF:
