draft-comment not always in the Elements tab

draft-comment not always in the Elements tab
Hello,
I am not sure if there is a DITA reason for this, but for my purposes it seems to be an issue; I have noticed that the draft-comment element is not available in the Elements tab when I am editing a task topic. It does appear to be available in the Elements tab when I am editing a concept topic.
Is there a reason for this? I am using Oxygen 21.1, so has this since been changed in Oxygen 24.1?

Oxygen 21.1 is no longer supported by us:

Where exactly are you attempting to insert the draft-comment inside the DITA task? For example on my side using Oxygen 24.1 if I place the caret inside a step > cmd element the Elements view has a "draft-comment" element in the list.
Are you using some sort of DITA specialization DTD/schema or some custom DITA framework configuration because this might also be the cause for this.
