Hello,
My question is whether .cgm files can be imported.If it is possible then how to import them in oxygen xml editor 21.

Coming back to your question:
There is a plugin which adds CGM rendering support in the Author visual editing mode:
https://github.com/oxygenxml/oxygenxml.cgm.support
but that's only for the editing part, we have no solution for publishing CGM image formats to PDF.
CGM is a vectorial format so ideally if you want to convert it to something else, you can try to convert to another type of vectorial format like SVG or PDF image. Oxygen has support to render both SVG and PDF images (with an addon "https://github.com/oxygenxml/oxygen-pdf-image") in the Author visual editing mode. Also the PDF publishing should properly work for SVG and PDF images.
