Toolbar and outline customizing?

Is it possible to customize the toolbar contents, visibility and size? Is it possible to change the font on the outline display?

No.

Yes, if you enable the Options->Preferences -- Editor -- Aspect -- Same font for the GUI then the font you choose for the editor will be used also in the outliner.
