Input focus

If you move from one opened file to another by selecting the appropriate
tab, the input focus is lost; you have to click on the file display window
before being able to do anything (for example, scroll using Page
Up/Down).
Why does selecting a tab not put the input focus back where it was the
last time that file was selected, as is conventional in Windows programs?
I note that switching using Ctrl-Tab does restore the input focus properly.
