Hello,
Simply opening the SVG file (.svg extension) in Oxygen should show it in Text mode (as markup). If it doesn't do this by default, you can switch to Text mode (bottom of the editor window or menu Document > Edit Mode > Text).
If you have a custom file extension (other than .svg) you can add it in Options > Preferences, File Types. Associate your custom file extension (without the dot) with the "XML Editor" and it will have the same support as the .svg file extension.
