table height and percentage

I wont to create a fo:table whit all measure in percentage but for the width the percentage work fine and if i set cell bacground-color i see that.
For the height if ther isn't content not work and if there is content, the height is equal to the height content.
Is possible to create an empty grid of 16x16 cells wiht the measure in percentage?
