difference between Reuse Content and Insert/Edit Content Reference dialog boxes?

They seem to be redundant, but I'm able to create conref's with the Reuse Content dialog, but can't do so with the other.

What is the difference between them?

Hi Amber,

You should use the "Insert/Edit Content Reference" action only when you have an existing DITA element on which you want to either set a @conref attribute or edit to current @conref attribute to change its target.
But if you want to insert a new conref (along with the XML element which has the @conref) you should use the "Reuse Content" action (which is also available on the toolbar).
In the next minor bug fix release of Oxygen 17.1 we'll rename "Insert/Edit Content Reference" to "Edit Content Reference" to avoid the confusion its name brings.
