Javascript code cannot set content to the clipboard so getting a Copy button to modify the user's clipboard would be quite problematic, it would probably involve using Flash.
But you can also right click the link and choose "Copy link location".

If you were using Oxygen 16.1 or newer, in the OXYGEN_PLUGIN/frameworks/dita/resources folder there is a file called idGenerationDefaultOptions.xml.
Those defaults are used as long as the end user does not make any changes on his own to the DITA auto-generation options.

But we already have something similar already. If you select an entire element which has an ID and copy it (just plain Ctrl-C copying) you can go to another DITA topic, right click, Paste special->Paste as content key reference.

We do not have such a pre-defined operation, it's not something which has been requested before.
So you want to copy the XML content of the current element to the clipboard? You will probably need to implement a custom operation to do that.
