DITA Webhelp doesn't follow map hierarchy

I have a very simple map set up: Master Map -- Submap 1 ----Topic 1 ----Topic 2 --Submap 2 ----Topic 3 ----Topic 4 When I generate the webhelp, the resulting index file ignores the fact that there are 2 submaps.
