For the record, it was the archive structure.  The Zip archives created
with Cygwin's 'zip' and with Windows Explorer didn't work, a
'7-zip'-created archive of the same Ant framework provided by Oxygen
Support worked, and now an Ant-created Zip archive of the original
framework files is working for me.
