[oXygen-user] Locating schema for http://www.w3.org/XML/1998/namespace

Hello,

Did you disable the option Use default catalog in Preferences -> XML -> 
XML Catalog? If that option is enabled Oxygen finds xml.xsd in folder 
${frameworks}/xml. It works the same in versions 10 11.
