[oXygen-user] format-and-indent nukes trailing PI or comment

Using "XML Editor 11.0, build 2009101212", I find that choosing
Document > XML Document > Format and Indent (actually, pressing
cmd-shift-P) deletes any and all comments and processing instructions
that occur after the root element end tag. (And per production 1 of
the XML Spec, they're allowed. But even if they weren't, they
shouldn't be summarily deleted! :-)

Apologies if this is a known bug that has already been reported.
