[oXygen-sdk] Enabling "Find Unreferenced Resources" menu item

Hi Jan,

This is true, the new action only works for maps and topics stored on 
the local disk.

In order for the action to work, it needs to iterate over all resources 
in a certain folder, then subtract from that the set of resources 
referenced from the DITA Map.

But we can only iterate over local resources, the URLHandler protocol is 
not enough to allow us to iterate over an URL folder's children.

Again, maybe certain CMSs do not have the concept of folders anyway or 
use various ways to store topics internally.

So ideally in the case of a CMS, the CMS could probably create its own 
feature to check for unreferenced resources, either in its native 
client-side application or in Oxygen.
